Chair Professor Issa S. Baluch is an internationally recognized authority in transportation, multimodal logistics, global supply chains and trade facilitation, with more than five decades of leadership spanning industry, entrepreneurship, public policy, academia and international development across the Middle East, Africa, Asia, Europe and the Americas.

Current Engagements
Baluch remains professionally active through international advisory, academic and strategic assignments. His current engagements include the World Bank, contributing expertise in multimodal logistics, free zones, trade corridors and international transportation; Bectrum Investment International, a Dubai-based investment group with a history spanning approximately five decades; Aero Africa; and Neutral Air Partners (NAP).

At National Taiwan Ocean University, he has served for nearly a decade as Chair Professor, contributing industry experience to maritime studies, logistics management, international business, research and education. His current interests encompass multimodal transportation, smart and sustainable supply chains, free zones, trade corridors, emerging logistics technologies, and Africa's trade and transportation infrastructure.

Author & Knowledge-Sharing
Baluch is an established author. His books include Transport Logistics: Past, Present and Predictions and Transport Logistics: The Wheels of Commerce, examining multimodal transportation and its fundamental role in international trade and economic development. He subsequently co-authored Africa Risk Dashboard, addressing African business, investment, agriculture and agribusiness opportunities and risks.

Two further books are scheduled for release in the fourth quarter of 2026. As Project Leader, Baluch leads the team behind FIATA Forever, a commemorative legacy publication marking FIATA's centenary and documenting a century of personalities, milestones and achievements in the international freight-forwarding and logistics profession.

His forthcoming WKU Principles – Wisdom, Knowledge & Understanding draws upon interactive workshops and decades of professional and life experience to encourage curiosity, intelligent questioning, critical thinking and independent reasoning among young people and adults alike.

Entrepreneurship & Industry Leadership
Baluch began his professional journey in Dubai in 1973 with Gulf Agency Company (GAC), progressing to General Manager of Freight Forwarding. During this period, he became closely involved in innovative multimodal transport solutions and is credited with pioneering Sea–Air combined transport operations through the UAE, helping establish Dubai as an effective multimodal gateway between global markets.

In 1989, he founded Swift Freight International Group in Dubai, developing it into an international logistics enterprise operating across 26 countries, particularly throughout the Middle East, Africa and Asia.

His contribution extended beyond his own commercial interests. He was the founding and first President of the National Association of Freight and Logistics (NAFL) in the UAE, serving for approximately a decade and helping strengthen the professional standing, training and international positioning of the country's freight and logistics sector.

Dubai & International Logistics Leadership
Baluch contributed to the early positioning and international promotion of Jebel Ali Free Zone (JAFZA) and served on advisory and steering committees associated with the Government of Dubai and the Department of Civil Aviation. His involvement encompassed major initiatives including Dubai Logistics City/Dubai World Central, Al Maktoum International Airport, the Dubai Airport Mega Terminal, the UN Procurement & Logistics Base, and the Dubai Flower Centre.

His strategic advisory experience has also included engagements with DP World, Dubai Customs World and initiatives associated with the Dubai Executive Council, focusing on multimodal transportation, trade facilitation and logistics infrastructure.

Internationally, Baluch served as President of FIATA – the International Federation of Freight Forwarders Associations – from 2003 to 2005 and remains an Honorary Board Member. He also served on the Board of The International Air Cargo Association (TIACA) from 2006 to 2010. His progression from founding President of NAFL to President of FIATA reflects a career that evolved from building the UAE logistics profession to representing the industry globally.

Academia, Recognition & Legacy
Baluch's academic and public-policy engagements include an affiliation with Harvard University, where he served as a Senior Fellow associated with the Advanced Leadership Initiative, subsequently maintaining links with the Harvard Kennedy School and serving on its Dean's Council. His involvement with the Calestous Juma Legacy Foundation reflects his continuing interest in innovation, education and sustainable economic transformation, particularly in Africa.

He holds an MBA from the University of Hull and has received an Honorary Doctorate in recognition of his contributions to transportation, logistics and international development.

His international distinctions include Lifetime Achievement Awards from Air Cargo News (UK) in 2006, STAT Trade Times in 2013, and TIACA in 2019, as well as the International Business Excellence Award as an Inspirational Male Leader in 2016.

More than five decades after beginning his career, Baluch continues to connect industry, government, academia and international development. His focus remains on applying accumulated experience to emerging global logistics challenges while documenting knowledge, encouraging innovation and mentoring the generations that will shape the future.
