Y.Bhg Dato’ Capt. David Padman was born on 17 October 1954. A graduate from the Singapore Polytechnic and Cardiff Technical College in Wales, Y.Bhg Dato’ Capt. David Padman then obtained Master Mariner (Foreign-Going) from RMIT Melbourne in 1984 and his unrestricted Pilots License in 1992. In 1993, he obtained Diploma in Port Management from University of New Orleans, USA in 1993.

Y.Bhg Dato’ Capt. David Padman’s career began with MISC as a Cadet Officer in 1975. He took first command and sailed as Captain on container vessel MV Bunga Teratai in 1986. In 1987, Y.Bhg Dato’ Capt. David Padman joined Port Klang Authority (PKA) as a trainee pilot. In December 1992, he was promoted to Marine Operations Manager and in 1998, he was promoted to Asst. General Manager (Regulatory). In July 2011, Y.Bhg Dato’ Capt. David Padman was appointed as the General Manager of PKA. In his capacity as the General Manager, Y.Bhg Dato’ Capt. David Padman plays a vital role in the Corporate Social Responsibility initiatives by looking into the welfare of the surrounding communities and committing to the protection of the environment and greening of the port.

Dato' Capt David Padman is the General Manager (GM) of Port Klang Authority (PKA) since 6 July 2011 and is very prominently involved in the international maritime arena. He was the representative for Port Klang and Malaysia at IMO Meetings such as MSC, FAL and London Convention, at APEC Meetings in Vancouver and Hanoi.

He is also the Chairman of the IAPH Port Environment Committee since 2009 and the Chairman for Asia (Eastern Dredging Association) Oceania Region since 2010. In 2010, Y.Bhg. Dato' Capt. David was instrumental in introducing the compulsory AIS (Automatic Identification System) on small crafts ie. tug boats and pilot boats operating within port limits and this has significantly enhanced safety of navigation within Port Klang’s waters.

In March 2014, he was conferred the “Darjah Indera Mahkota Pahang” (DIMP) which carries the title Dato’.

In March 2016, YBhg. Dato’ Capt David Padman was honoured with a Lifetime Achievement award at EADA (India)'s 3rd Annual Dredging Conference 2016. The award was in recognition from WODA towards Dato' Capt. David's immense contribution to the dredging industry in the Asia Pacific region as well as his active involvement in all the WODA’s activities.
